TARGET GROUP - Employees who currently serve or are interested in serving as for Resource Advisor or Burned Area Emergency Response Technical Specialists; during or following wildland fire incidents.

COURSE DESCRIPTION - This course provides participants with the background to serve as Resource Advisors (READ's) during wildland fires and BAER following containment of wildfire. READ's work with Incident Command Teams to minimize the impacts of fire, fire suppression activities and post-fire conditions as they relate to natural and cultural resources. READ's are also responsible for quantifying mitigation needed for repair of fire and fire suppression impacts. Particular emphasis is given to the diverse roles and responsibilities of the READ, delivered through instructor led presentation and group discussion / exercises. BAER personnel are used in the assessment of wildfire effects and help determine the level of Forest Service response to reduce the risk to Life Property and Resources. BAER Specialists may also have activities related to the implementation of written and funded assessment plans.

  • Federal Wildland Fire Policy and the READ
  • Incident pre-planning and the READ
  • Roles and responsibilities of the READ.
  • Initial attack, extended attack and large fire management
  • Wildland Fire Decision Support System (WFDSS) and the READ
  • READ documentation on the Incident
  • Relationships between the READ, Agency Representative (AREP) and Line officer
  • Resource ordering, dispatching and the READ
  • Suppression damage repair, READ / BAER
  • Developing a programmatic approach for READ
  • Transition to BAER
  • Writing BAER plans (FS 2500-8) for either Regional or Washington Office Submission
  • Treatment projects suited to the PNW Region
